- Foreign license conversion applications are received at the 2nd-floor (2階) reception counter of the Aomori Prefectural Driver's License Center. The official conversion page does not publish a street address.

Call after preparing the required documents; have ready your name, date of birth, address, contact number, foreign license details (issue/expiry dates and license classes), availability of proof of stay in the issuing country, and your residence status. FAX is available for hearing-impaired applicants.

- Reservation phone hours: weekdays Mon-Fri 9:00-12:00 and 13:00-16:00 (excluding holidays and year-end/new-year Dec 29-Jan 3). Test reception: weekday afternoons 13:00-13:30, plus Friday morning slots 9:30-10:00.
No interpreter or foreign-language support provided. Applicants who cannot understand Japanese must bring their own interpreter.
Test fee approximately ¥1,600-¥3,900 and license issuance fee approximately ¥1,550-¥2,450, both varying by license class (plus about ¥200 per additional class). Two photos 3cm (H) x 2.4cm (W), no hat, plain background, frontal, taken within 6 months, required.
Applicant must have an Aomori address (license address within Aomori Prefecture; applicants without a Japanese license need an Aomori resident certificate / 住民票). The process involves a document review, a knowledge confirmation, and a practical driving confirmation, which may be held on different days. Wear clothing suitable for driving for the practical test (for motorcycles: helmet, gloves, heeled boots, long sleeves and pants). Holders of a 'Specified Activities' (特定活動) residence status must declare this when contacting the center. Japanese translation of the foreign license must come from the issuing authority, JAF, ZIPLUS, ALADDIN (Japan Visiting Drivers Support Association), the Taiwan-Japan Relations Association (Taiwan licenses), or the German Automobile Club / ADAC (German licenses).
