Telephone reservation required (要予約; applicants without a reservation cannot be processed). Phone only — no online reservation exists. At booking, staff designate the specific time and place to attend; there is no fixed public reception window.

Reception hours
Phone reservation accepted Mon–Fri (excl. weekends, public holidays, year-end/new-year) 9:00–17:00. The Koriyama Center conducts conversion reception on Thursdays and Fridays only.
LANGUAGE SUPPORT

No official interpreter/foreign-language service. Applicants who cannot speak or read/write Japanese must bring their own interpreter; interpretation via mobile phone or similar device is not permitted (official PDF). Whether the knowledge confirmation is offered in English is not stated on the official source.

FEES

Application fee (申請手数料): large/medium/semi-medium ¥3,900; ordinary ¥2,500; specified-small / general motorcycle ¥2,800; moped ¥1,600. Issuance fee (交付手数料): ¥2,350 (license only), ¥2,450 (license + My Number license), ¥1,550 (My Number license only), +¥200 for an additional endorsement. Example: ordinary car ≈ ¥2,500 + ¥2,350 = ¥4,850, paid by revenue stamps. Confirmed on the official Fukushima Police PDF (R8.1 / January 2026).

LOCAL NOTES

A Japanese translation of the foreign license is required and must be produced by one of the accepted issuers: an embassy/consulate, JAF (日本自動車連盟), Ziplus K.K. (ジップラス株式会社), the Japan Inbound Driver Support Association (一般社団法人訪日運転者支援協会), the Taiwan-Japan Relations Association (Taiwan licenses only), or ADAC/German Automobile Association (German licenses only). The Koriyama Center handles ONLY exemption-country (特例国) applicants (Thu/Fri); anyone needing the knowledge confirmation and/or practical test must use the Fukushima Center. Note: U.S. Indiana-state applicants, though from an exemption jurisdiction, still take the knowledge confirmation (no practical). The process includes document review, an interview about driving history, an aptitude (eyesight) test, a knowledge confirmation, and a practical confirmation (except 特例国); practical confirmation may be unavailable in winter due to snow/ice.
