How to reserve

Phone reservation required for both the pre-screening (事前審査) and the application day. The reservation call must be made together with someone who speaks Japanese ("電話は日本語が話せる方と一緒に電話をしてください"). On the reserved test day, applicants assemble at 8:30 AM on the 2F at the 'Foreign License Section reception' (運転免許試験場2階「外国免許係受付」). Applicants who arrive late or who are missing documents will not be accepted ("忘れ物があった方、遅刻した方は受付出来ません。").

Reservation/inquiry phone line: Mon–Fri 9:00–17:00 (excluding weekends, public holidays, and year-end/new-year). On the test day, assemble at 8:30 AM.

No prefecture-provided interpreter or foreign-language testing support. Applicants who do not understand Japanese must bring their own interpreter ("日本語が理解できない方は必ず通訳を同伴して下さい"); the interpreter need not be certified but must be fluent in the applicant's native language and Japanese. Even the reservation call must be made together with a Japanese speaker.

Fees are paid in revenue stamps and vary by license class. The official page gives an example for an ordinary vehicle license: test/examination fee ¥3,300 plus license issuance fee ¥2,350 (with an additional ¥200 per category for combined/joint notation, 併記手数料). Amounts differ for other license categories and are subject to change.

The official page notes significant processing delays: document review (書類審査) takes roughly 2 months, and the knowledge/skill confirmation following document review takes roughly 5 months after that ("書類審査は約2か月先、書類審査通過後の知識の確認・技能の確認は約5か月先"). Required documents include: the valid original foreign license (有効な外国等の運転免許証), an official Japanese translation of it (外国運転免許証の日本語翻訳文), an ID card from the issuing country (身分証明書), residence card (在留カード), all passports ever held, a license-history certificate from the issuing authority (運転免許経歴証明等), a residence certificate (住民票) showing nationality/visa status with no abbreviations, one photo taken within 6 months (縦3cm×横2.4cm), a previously obtained Japanese license if any, and country-specific additional documents. From October 1, 2025 the knowledge test is 50 questions and residency verification is stricter. Latecomers or applicants with missing items are turned away.
