Non-Japanese speakers MUST bring their own interpreter to the exam (日本語が話せない方は、必ず通訳できる方を同伴してください). No official on-site interpreter is provided.

Per the official page: ordinary vehicle conversion application/test fee ¥2,500; license issuance ¥2,350 (standard) or ¥1,550 for a My Number–integrated license. A vehicle use fee of ¥800–¥3,000 applies depending on vehicle type. Fees vary by license category.

Completely appointment-based system; walk-ins are not accepted. A certified Japanese translation of the foreign license is required (e.g., JAF or a designated agency). Applicant must prove 3+ months of residence in the country that issued the license. One photo 3.0cm (height) × 2.4cm (width) taken within 6 months is required.
