Advance reservation (pre-screening) by phone is required (完全予約制). Reservation phone reception is Mon–Fri 14:00–17:00 (excluding national holidays and Dec 29–Jan 3). After reservation, the screening/exam is conducted Mon–Thu in reception slots 08:30–09:00 and 13:00–13:30. Note: high applicant volume currently causes long waits until a screening date.

The prefectural police do not provide an interpreter. Applicants who cannot speak Japanese must bring their own interpreter (通訳のできる人が同伴). The foreign license must be accompanied by a Japanese translation prepared by an authorized body such as JAF, Ziplus Co., or the issuing country's embassy/consular office.

Application/exam fees apply and vary by license type. The exact amounts are not stated on the official page; applicants are instructed to contact the driver license center directly.

Eligibility requires having stayed at least 3 months in the country/region that issued the foreign license. Required documents include a valid passport with entry/exit stamps, a residence certificate (juminhyo) showing honseki/nationality (without My Number), the original residence card (copies not accepted), the foreign license with a Japanese translation, and an ID photo (3cm × 2.4cm). Due to high applicant volume, the wait until a screening date is currently long.
